Ballot 1 is valid: it has exactly one cross for the Erststimme (first vote, left column, a candidate) and exactly one cross for the Zweitstimme (second vote, right column, a party). Splitting the two votes between different parties is allowed; the other ballots have two or more crosses in one column.
